Vice President of Operational Transformation & Analytics

Victor Soe serves as vice president of operational transformation and analytics at The University of Tulsa, where he leads initiatives that apply automation, artificial intelligence and advanced analytics to drive operational efficiency and strategic growth. He directs the university’s institutional research function, overseeing data governance, compliance reporting, accreditation support and the delivery of actionable insights that guide academic and administrative planning. In addition, he manages the design and implementation of enterprise data warehousing and business intelligence solutions, develops predictive models and revenue forecasts to support budget planning, and partners with units across campus to improve effectiveness, optimize resource allocation and achieve measurable institutional outcomes.

Before joining UTulsa, Soe held senior leadership positions at Adams State University, Purdue University Fort Wayne, and NexEd Advisory. In these roles, he led initiatives in student success, enrollment management, assessment, business intelligence, budget optimization, capital planning, endowment management, and strategic planning. Soe has a proven track record of modernizing data infrastructure and financial systems, streamlining reporting processes, and strengthening internal controls to drive institutional effectiveness.

Soe holds a doctorate in city and regional planning from Cornell University, a master’s degree in education from Harvard University, a master’s degree in city planning from the University of Pennsylvania, a bachelor’s degree in accounting from Western Governors University, and a bachelor’s degree in architecture from Lehigh University. He is certified in higher education finance and planning by the National Association of College and University Business Officers (NACUBO).

Additionally, Soe is a CPA candidate with the Oklahoma Board of Accountancy and serves as a member of the Higher Learning Commission’s Peer Corps.
